Patrick Grenard
Division of Administration

Patrick Grenard is the Director of the Division of Administration for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) since 13 March 2017.

Grenard began his career as an Officer with the French Naval Hydrographic and Oceanographic Service.  From 1998 to 2003, he held the post of Hydroacoustic and Engineering Officer at the CTBTO and later from 2004 to 2006 became the Head, Operation and Maintenance Support Group in the CTBTO’s International Monitoring System (IMS) Division.  Thereafter, Grenard returned to France where he held the post of Chief, Anti-Submarine Warfare Systems Group, at the Technical Centre for Naval Systems in the Ministry of Defense in Toulon. He returned to CTBTO in 2008 as Chief, Engineering and Development Section.  From 2013 onwards he served as Special Assistant to the Executive Secretary for Programme and Technical Coordination until his appointment as Director of Administration.

Grenard has over 25 years of experience in systems engineering and management. As commissioned officer and engineer in the French Ministry of Defence, he held various positions involving the design, operation, testing and evaluation of scientific instrumentation and complex systems in oceanography, geophysics, and underwater warfare. At CTBTO, he played a leading role in the establishment of the verification system, strategic planning, programme coordination, and quality management.

Grenard holds a Diplôme d’Ingénieur (Master of Science) from École nationale supérieure des ingénieurs des études et techniques d’armement (Military Academy), Brest, France. In 2010 he was made Knight of the French National Order of Merit.

Grenard is married and has 4 daughters.
