I share the serious concern expressed regarding the declared intention of the Democratic People's Republic of Korea to conduct a nuclear test. It is imperative that the Democratic People's Republic of Korea refrain from any action against the spirit and letter of the Comprehensive Nuclear-Test-Ban Treaty. I hope that the Democratic People's Republic of Korea will sign and ratify the Treaty, which has been signed by 176 States, 135 of which have already ratified it. The overwhelming support for the Treaty is a clear demonstration of the strong determination of the international community not to carry out any nuclear weapon test explosion or any other nuclear explosion.
