The Procurement Section of the Provisional Technical Secretariat (PTS) of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is responsible for the purchase of a wide range of goods and services covering the needs of the operation of the organization and its mandate, with an annual procurement spend of 60-70 million USD per year.

This is reflected throughout the procurement process which is laid down in our procurement framework.

The Preparatory Commission for the CTBTO requires its staff members, as international civil servants, to adhere to the highest standards of ethics and integrity in carrying out their duties. ​ ​

Suppliers that wish to work with us or already conduct business with the Preparatory Commission for the CTBTO are required to adhere to the UN Supplier Code of Conduct and any other ethical requirements as outlined in our tenders and/or contractual documents – please see the General Conditions of Contract.​ In particular, suppliers and their personnel shall not engage in proscribed practices and proscribed conduct, as defined in these documents.

The Preparatory Commission for the CTBTO has a “zero tolerance” and does not accept any type of gratuity, gift, favour, benefits, hospitality, etc. from suppliers. The solicitation or acceptance of any gratuity, gift, favour, benefits, hospitality, etc. regardless of value, from anyone who conducts business with the Preparatory Commission for the CTBTO is strictly prohibited.

Use of former Preparatory Commission for the CTBTO (“Commission”) employees

Suppliers must not, in the absence of prior written approval from the Commission, permit a person to contribute to, or participate in, any process relating to the preparation of an offer and/or the procurement process/contract, if the person:

a. at any time during the 12 months immediately preceding the date of issue of the Solicitation was an official, agent, servant or employee of, or otherwise engaged by the Commission;

b. at any time during the 24 months immediately preceding the date of issue of the Solicitation was an employee of the Commission personally engaged, directly or indirectly, in the definition of the requirements, project or activity to which the Solicitation relates.
