H.E. Mr. Cissé YACOUBA

H.E. Mr. Cissé YACOUBA , Ambassador Extraordinary and Plenipotentiary, was elected to serve as Chaiperson of the Preparatory Commission for 2025. 

During his career, Mr. Cissé, who is also Ambassador to Austria, Bosnia and Herzegovina, Croatia, Hungary, Moldova, Romania, Serbia, Slovakia and Slovenia, has served in various positions, among them: Professor of international law at the University of Ottawa, Canada and Bouake, Côte d'Ivoire; Lawyer in Côte d'Ivoire; Special Rapporteur at the International Law Commission of the United Nations, on the topic: “Prevention and Repression of Piracy and Armed Robbery at Sea”; Member of the Côte d'Ivoire National Commission on Maritime Boundary delimitations between Côte d'Ivoire and Ghana; and Lecturer and adjunct professor of law, University of Ottawa. 

Mr. Cissé holds a PhD in law from the University of Ottawa, Canada, a Master’s in marine affairs from the University of Rimouski, Canada, as well as a Master’s and Bachelor’s in public law from the University of Abidjan, Côte d'Ivoire. 

Mr. Cissé speaks English, French and Spanish.
