DOUNIA KEDA, INTERNATIONAL DATA CENTRE DIVISION
Mr. Dounia Keda was appointed Director, International Data Centre Division of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) on 15 April 2024, bringing a wealth of experience in information and communication technology (ICT) strategy, infrastructure operations, business relationship management, service management, risk management and project management in both the private and public sectors.
Prior to joining the CTBTO, Mr. Keda was the director of ICT Service Excellence at the Office of the Superintendent of Financial Institutions Canada (Canadian financial institutions regulator), where he was responsible for leading the management and operations of a directorate including defining and implementing the ICT customer service vision and strategy.
From 2020 to 2023, he was the manager for Technology Strategy, Risk and Performance at the Office of the Superintendent of Financial Institutions Canada where he actively participated in the development and implementation of the agency’s ICT strategy and led the implementation of the division’s risk management function and IT service management processes.
Previously, he served at the National Research Council Canada from 2019 to 2020 and for nearly 15 years he worked at ExxonMobil in Africa and the United States, where he led various ICT teams and projects in different environments including in international and multicultural contexts.
Mr. Keda holds an MBA from IE Business School (Spain), a Master’s Degree in Computer Science from Polytech Nantes (France) and an undergraduate degree from the Institut Africain d’Informatique (Gabon). He also possesses several professional designations in project management, risk management, service management, ICT governance and various industry frameworks.
Mr. Keda is a dual national of Chad and Canada.
