Junan Zhang, Legal and External Relations Division
Mr. Junan Zhang is the Director of the Division of Legal and External Relations of the Comprehensive Nuclear-Test-Ban Treaty Organization since 1 May 2021.
Mr. Zhang has served in international security diplomacy for 20 years, 17 of which have been in the areas of disarmament and non-proliferation.
From October 2018, he was Deputy Director-General of the Department of Arms Control and Disarmament in China’s Ministry of Foreign Affairs, where his responsibilities ranged from dealing with regional nuclear issues to promoting and participating in strategic dialogue among Nuclear-Weapon States, as well as interacting with the broader international community on nuclear matters.
From 2007 to 2010, Mr. Zhang served as Director of the Department of Arms Control and Disarmament; and from 2004 to 2007, as Deputy Director. Other previous posts have included serving from 2000 to 2003 as Political Adviser in the Security Council Team at the Permanent Mission of China to the United Nations; Senior Counselor at the Department of International Organizations and Conferences of the Ministry of Foreign Affairs; and national coordinator for the implementation of the Joint Comprehensive Plan of Action. In these roles, Mr. Zhang has engaged with various governmental and international agencies and civil society through both bilateral and multilateral consultations in areas such as regional nuclear issues and the promotion of the CTBT and NPT.
Mr. Zhang is married and has one daughter.
